The way that it is directed at a large range of people is that firstly there are no words so it is easy to understand and secondly it is a plain and simple picture, which gets a strong message across.
The dark and gloomy colours in the picture, is what makes the message strong. They didn’t use bright and happy colours because this situation is serious.
I think that the creator chose to set the scene at a beach is because that it is were the serious problem is. All the sea creatures are dying because their homes have been polluted.
